During the drought several years ago in West Texas, the water level in Lake Ivey dropped so low that the Texas Department of Transportation was able to perform an inspection of the formerly submerged bridge columns. Upon the examination, they found severe ASR (alkali silicon reactivity) damage, characterized by massive amounts of spider cracking in the columns.  For the repair, carbon fiber was applied over the cracks that had been filled and Silane applied to the concrete surface.  This entire project was completed without restricting access to the bridge.
