Composite strengthening at Norris Technical Building required coordinated treatment of existing reinforcement, steel connections, and brick-channel details.
Delta Structural Technology completed FRP work for the Norris Technical Building renovation at St. Philip’s College in San Antonio. The scope connected composite strengthening with several detailed interfaces, including exposed reinforcement, steel-to-concrete connections, bolt locations, and dovetail brick channels. These conditions required project-specific coordination beyond the main reinforcement layout.

Project challenge
The renovation involved surfaces and connections that could interrupt a straightforward composite installation. Exposed rebar needed attention, steel connections required separate wrapping details, and brick channels introduced local infill considerations. The scope also involved product-substitution review. The project therefore required coordination between the selected strengthening system, the connection layout, and the condition of the existing building fabric.
Project approach
Delta’s revised proposal referenced Simpson design ES-191893 and included concrete preparation and FRP installation. Additional scope items addressed removal or grinding of exposed reinforcing bars, glass FRP at steel-to-concrete connections, and additional wrapping at steel-bolt connections. Epoxy infill at dovetail brick channels was proposed subject to engineering approval. The steel layout was identified as information needed before FRP placement at the connections.
Delivery and coordination
The project’s material-substitution request connected the proposed repair, fiberwrap, and epoxy-injection systems with the design-review process. The revised scope also identified inspection coordination and access by manlift. These provisions helped connect product selection with actual installation conditions. Resolving connection geometry and approval of infill treatments was especially important before beginning reinforcement at those interfaces.
Project significance
The Norris project illustrates the detailed coordination behind strengthening an existing institutional building. Composite reinforcement interacts with embedded steel, new connections, and architectural channels. Identifying these conditions in the scope gives the project team a way to resolve them deliberately instead of treating them as incidental to the main application.
