Anchored carbon fiber reinforcement addressed the structural effect of cut reinforcing bars at Carter Cold Storage.
Delta Structural Technology completed FRP repair work at Carter Cold Storage. The strengthening objective was specific: compensate for structural reinforcement lost when No. 4 reinforcing bars were cut. The proposed solution combined multiple layers of carbon fiber with carbon fiber anchors, integrating the surface-bonded reinforcement and its anchorage into one localized repair approach.

Project challenge
Cut reinforcing bars create a structural discontinuity that requires more than cosmetic concrete repair. At Carter Cold Storage, the stated purpose of the composite system was to address that lost reinforcement. This made the connection between the engineering design and the actual cut-bar condition essential. Access to the affected concrete also had to accommodate both surface preparation and drilling for the anchors.
Project approach
Delta’s proposal referenced Hunt and Joiner Engineers’ project information and identified a combined design-and-installation scope. The proposed installation used multiple carbon fiber layers and carbon fiber anchors. Concrete preparation was to meet the specified FRP surface requirements, followed by drilling of anchor holes, placement of anchors, and application of the composite reinforcement. The scope included shop drawings and other submittals to carry the engineered repair into field installation.
Delivery and coordination
A manlift was included as an access provision in the proposal. Adjacent equipment protection, removal of obstructions, and dry conditions during installation and curing were also addressed. The work required enough access around the repair to prepare the surface and establish the anchor locations before composite placement. Submittal coordination helped define that arrangement for the installation crew.
Project significance
Carter Cold Storage demonstrates the use of anchored composites for a narrowly defined reinforcement-loss condition. Its technical significance is the pairing of the replacement strengthening with anchorage and surface preparation. The repair concept responds to the structural consequence of cut reinforcement rather than treating the affected area only as a surface defect.
