Delta Structural Technology completed carbon fiber strengthening associated with crack remediation of the metering foundation at White Oak Creek Substation in Greenville, Texas. The project applied composite reinforcement to the concrete areas designated in the foundation remediation drawings. Surface preparation and a UV-protective paint finish were included in the scope, connecting the structural treatment with preparation and protection of the completed composite application.

Project challenge

The project concerned cracking in an existing metering foundation. Its treatment required a defined relationship between the concrete receiving surface and the reinforcement locations shown on the project drawings. The scope also called for a protective finish over the composite. Preparation, placement and finishing therefore formed separate steps within the foundation remediation work.

Project approach

Delta’s proposed sequence began with mobilization and staging, followed by preparation of the designated concrete surfaces. Hand grinding was identified for areas receiving the FRP system, with the surface preparation tied to ICRI requirements in the scope. The carbon fiber layout and application followed the construction drawings. UV-protective paint was then included as a finishing operation. Composite shop drawings and product submittals supported the reinforcement installation.

Delivery and coordination

The installation package included the personnel, materials and equipment needed for the reinforcement work. The general contractor was assigned staging space and necessary permits. The proposed sequence required the concrete to be dry and suitable for both application and curing. These site conditions connected the drawing-based repair detail with the practical requirements for installing the bonded composite at the substation foundation.
