Concrete restoration and composite strengthening at designated Municipal Court columns and beams, combining reconstruction with reinforcement.
Delta Structural Technology completed concrete repair and carbon fiber strengthening for the Lubbock Municipal Court project. The scope developed for Lee Lewis Construction combined restoration of damaged concrete at columns and beams with composite reinforcement at designated members. Work followed the SSI 1-1 Delta drawings, bringing concrete removal, reconstruction and reinforcement into a coordinated repair package.

Project challenge
Loose and broken concrete had to be addressed before the designated members could receive their repair treatment. The scope included both columns and beams, requiring access and preparation around different concrete elements. Reconstruction and strengthening were related operations: the concrete repair established the receiving surface, while the composite system followed the structural layout for the members requiring reinforcement.
Project approach
Delta’s proposed sequence included mobilization, staging and installation of system scaffolding. Crews would remove loose and broken concrete, prepare the remaining surfaces, and form and pour the replacement concrete. Carbon fiber application then followed the construction drawings at the designated members. The composite portion included shop drawings, other system submittals, hand-grinding preparation and reinforcement layout. Cleanup and demobilization concluded the installation package.
Delivery and coordination
The work required coordination between access, concrete reconstruction and composite placement. The contractor was responsible for equipment staging space and necessary permits, while Delta’s package included personnel, materials and equipment for the repair. Surface conditions had to support application and curing of the composite. Submittals and the identified repair drawings connected those field activities with the project’s structural requirements.
Project significance
The Municipal Court project illustrates restoration and strengthening combined within an existing concrete structure. Its defining characteristic is the sequence from removal of damaged concrete through formed repairs to composite reinforcement. The case demonstrates why preparation of a sound receiving member and installation of supplemental reinforcement belong in one coordinated repair plan.
